For flotation we used a pool noodle. The float was cut lengthwise and then attached to the board with wire ties, Every other square of the boards white plastic was colored in with a black sharpie marker.
The Checkers pieces were cut from PVC Pipe.
The boards lines are cut into the board with a table saw. The saw was set so it only cut about 1/8" into the white plastic.
Start with any white plastic. 12" PVC boards work great. Using a ruler mark out the board.
